Business persons can set up a business or purchase an existing one in a Canadian province, after they obtain approval from the province
The Provincial Nominee Programs (PNPs) allow Canadian provinces and territories to nominate individuals who wish to immigrate to Canada and who are interested in settling in a particular province. Each Canadian province has at least one Entrepreneur Stream program under its unique Provincial Nominee Program.
To qualify you must complete the following steps among others:
Complete an Expression of Interest
Complete a Business Plan
Complete a Net Worth Evaluation by an Accredited Accounting Company
Commit to investing between 150,0000 CAD to 400,000 CAD depending on the province wherein you intend to settle

The Canadian Provinces Making the choice easy: The various provincial business programs
Buy a business, and apply for a work permit based on that business. After work in Canada for 1+ years, you can apply for residency. The Quickest Immigration Program.
Apply to government for right to open a business. If granted, you would obtain a work permit entitling you to move to province to set up business. then apply for Residency.
Process chooses candidates via a points system. In order to qualify, you must have skilled work experience and have a high point average (usually, 440+ out of 600 points).
Canadian provinces offer 80+ unique programs focused on their employment needs. To qualify, you must meet the specific program's requirements, and submit a separate application .
Canadian residents can sponsor specific family members. As of now, a resident can only sponsor a spouse, a child, and a parent. Other relatives are not eligible.
You can apply to study in Canada. Once accepted you can complete your program, and receive an open work permit. After working for 1+ years, you could obtain residency.
You can visit Canada for a tourism or for a business purpose. Once there, you are free to check out the job and business market. However, you cannot work as a visitor.
